I am 79 years old and have bought all brands of shaver.
This one is the best I have used. The wet shave is as good as any dry shave I have ever had!
Top score because I can't fault it.
I've had a number of Panasonic shavers over the years and was looking for a replacement for my ES8163. This was a great shaver - with a fast 10,000rpm linear motor (the motor automatically adjusts when to keep the rpm high which prevents it pulling hairs). So, this review is more aimed at people in a similar position to me. The RF31 does not have a linear motor but does have multi-arc foils (meaning that you can move the shaver in any direction to cut stubble - very helpful for the neck area). This shaver also has a simpler display but does gain from a 4th shaving head.
Unpacking the shaver I found that it seemed lighter a more plasticy than the previous shaver but it still looks very well built. It cuts better than my previous shaver and is quite a lot quieter. I've only used it for a week and so have not experienced the battery life but expect it to be a lot better than the previous shaver - judging from other reviews, the lithium battery and that it is still signalling that its high on charge. So, I'm very pleased with the shaver and would highly recommend it.
I also looked at the RF41 (slightly different display and a charging base but otherwise the same) and the RT range (more complex display but without the multi-arc blades or lithium battery). Superficially, it looks to me that the RF range is roughly a replacement for the ES8 series (without a linear motor but with a lithium battery) and the RT a replacement for the ES7 series.
I have tried many shavers over the years, using mainly Philips rotary.
Tried the Panasonic brand for the first time and was well impressed. For a mid- priced shaver it had all the features I wanted, good powerful motor, charge status display, a solid protective cap and very easy to clean.
With wet or dry usage this shaver deserves the 9/10 I am awarding it.
